[Minsky-betatesters] Minsky 2.17.13 beta released

I just released Minsky beta 2.17.13. Windows and Mac builds are
available through the FRS
(https://sourceforge.net/projects/minsky/files/beta builds/), and
Linux builds available from OBS
(https://build.opensuse.org/package/show/home:hpcoder1/minsky-beta).

This can be considered a release candidate. All known bugs that we
plan to fix for Bentham have been fixed. However, testing will be
ongoing for a few more days.

Please let us know of any issues via the SourceForge ticket system.
