on the Mingw32 Web Site.

Developers are needed to complete the library. It is
planned to be released under the BSD License. The
purpose is to allow commercial developers to use a
library with source code available like those who
purchased Visual C++ Professional and Enterprise
Editions (at least those who bought version 4.0).
Some Mingw32-related projects (especially the Dev-
C++ program) probably rely on these features to
compete with Microsoft.

The directions at the bottom of the page at
http://www.mingw.org gives me directions to submit these
additions using the online patch form. I did not see any
other directions for submitting additions.
The home page says the following at the bottom:
"Please submit bugs and web site problems (bad html,
broken links) via online bugtracker form (if you have
SourceForge account, please login first). Submit news,
announcements, additions, and links via online patch form
(with SF login)."

This is the right place for a patch, but this is really more of a
support request. An actual patch is created by downloading
the web page source from CVS, making the modifications,
and using the "cvs diff" (or just "diff") command to generate a
file that can be easily used by a web page maintainer
to "patch" the source. If you need further help please ask on
the mailing list.
