Well... Nan H Rich ran for Florida State Representative (District 97)
in the last election,  but I don't know if mingw was part of her
platform or even if she won or not.

dlfcn.h lives in Cygwin and a lot of other places.  She does not go to
the same church as the mingw headers do. Good luck.
