[Mingw-users] cygwin - header files?

Hi am not sure if this is the right place to ask - have used b20 release of 
cygwin  - and the package did not contain mmsystem.h file...

as the result definitions of say HWAVEOUT are not present...  yet when 
using ming - all goes fine - does anyone know if cygwin does not 
implement full windows api then?
