AFAIK, no. CVS dirs are required for any operation except importing into CVS (maybe some other obscure). Things like this motivate me trying to distribute mingw binutils sources as tar.gz of my devel dirs (i.e., with CVS's), not as "make dist"'s. At least, until the official release.
