If http://download.sourceforge.net/mingw/w32api-20001122.tar.gz doesn't contain
the definitions you're looking for, then you'll have to add them and submit a
patch.  All patches must be "clean-room" only by referencing only publically
available documentation with the msdn being the most authoritative.  See
http://sourceforge.net/groups/mingw for the patch manager to upload a patch.
