Not just recommended, it's downright necessary.  There's no other way
Windows linkers will allow you to link your modules.

Just add -Wl,--out-implib=libbali-phy.dll.a to the link command-line
switches.  I don't know if libtool supports building import libraries
for .exe programs, and even if it does, I don't know how to tell
libtool to do that.
