Egad, you're in the stone ages with that.  Neither is it supported any longer.

To install MinGW, you can try to use mingw-get-inst, making sure you
select to update the catalogues.  Or you can use the mingw-get
directly by downloading the zip file and extracting the contents to
C:\MinGW.  Then do:

change directory to c:\MinGW\bin
mingw-get update
mingw-get install g++
mingw-get install msys
