It's there.  For the latest release 4.7.2 of GCC and GFortran, you
will find it in this archive:

  http://sourceforge.net/projects/mingw/files/MinGW/Base/gcc/Version4/gcc-4.7.2-1/libgcc-4.7.2-1-mingw32-dll-1.tar.lzma/download

If your gfortran is from an older version, look in the corresponding
gcc-X.Y.Z-N/ directory under
http://sourceforge.net/projects/mingw/files/MinGW/Base/gcc/Version4/
for an archive whose name begins with "libgcc-".
