You've mentioned docbook xml files. I assumed that you wanted to use native (mingw) libxml and xmlcatalog with these. You know, for things like gtk-doc and such? If that is the case, then i feel compelled to inform you that gtk-doc works just fine with msys-libxml and xmlcatalog.
