I have been using mingw-get-inst-20110530 to get the most

up to date archives.  Is there a more recent copy of this installer

exe I can use to install mingw32 afresh, with no problems?

It is part of GCC, you aren't going to be able to build it separately.
 
Your MinGW install is mysteriously broken, it has nothing to do with
installing GNU CPP.
 
You should try using Linux cross compiler in a VM if you're stuck on
Windows, it might just solve most of your problems.
