Initial Comment:
This is the tentative fix for the putchar problem described in Bug #3325169. stdio.h.diff includes the fix for inline versions of putc and putchar. mingw_mbcs_safe_io.c includes the non-inline version of putc and putchar, and the function definition of _mgw_flsbuf, which is used in the inline definition of putc and putchar.
