It's called mingw-w64 and it is mostly off-topic on this mailing list, 
because mingw and mingw-w64 are two different suites made and maintained 
by two different developer teams.
Mingw-w64 doesn't have an installer like mingw does. Any further 
questions should be asked on mingw-w64 mailing list.
