Furthermore, "help" on its own is interpreted, by the list server, as a 
request for help with using the mailing list system itself.  Such 
requests should be sent to the list-request address, where they can be 
handled automatically; the list server's default disposition for such 
messages is to direct them to the reject bin.  I've redirected this one 
on this occasion; I may not do so again.

I have absolutely no idea what models in ATP might mean; I presume it is 
some form of modelling framework for which you wish to write a plug-in 
in FORTRAN.  Does it provide bindings for gfortran, (or the older g77)?  
I have no idea.  You may be better served asking in a forum dedicated 
to that specific product.

If you do expect to get help here, then you really will need to be much 
more explicit about your problem.  I certainly don't know where to even 
begin to offer any advice, beyond you reading Eric Raymond's and Rick 
Moen's article, referred to above.
