[MinGW-dvlpr] mingw32-runtime.xml: published and CVS versions diverge

Hello,

There is a divergence between the published mingw32-runtime.xml and the
CVS version:

1) The CVS version has tabs converted to spaces.
2) The published version has an additional alias to mingw-runtime.

If there is no objection, I'll add the alias back to CVS and publish the
result.
