And the page you refer to below has on the very first line states 
"According to reports on the mingw-users mailing list, mingw-get is now 
in alpha and is capable of downloading various parts of the MinGW 
distribution."  It is capable of doing what you want even in alpha state.

Actually according to the revisions page it was last updated June 23rd, 
2010.  July 2008 is the original post date.

The level of comfort of the beginning analysts/programmers can cause 
this frustration.  Many prefer to download the source code and build it 
themselves because that is comfortable to them.  Many prefer the all in 
one download just because it feels comfortable to them.  The mingw-get 
installer is the method being developed to aid in the many packages to 
install issue for those who are not comfortable with downloading the 
individual *-bin-* and *-dll-* packages themselves.  The package 
formatting was a first step in allowing the development of mingw-get 
occur but has caused uncomfortableness in downloading the packages by many.
