Some time ago I tried to integrate win32 in Debian using the dpkg-cross framework, which seems to be based on the same ideas as Gentoo's crossdev. However, I had to drop that time sink and created a specialized build system for win32 cross compiling instead. That was the only thing that really worked and that was able to grow.
