Just to add my $0.02, I don't necessarily think it's MSYS/MinGW. I believe the problem lays with GCC on Windows. On the GNUstep project we're using MSYS/MinGW to build applications on Windows. Compilation on Windows takes about 4-5 times longer than on Linux or other platforms, but performance of the applications themselves doesn't seem to suffer.
