[Mingw-users] GPG is missing and not listed as part of the dependencies

In gccbuild.sh there is a call to gpg but it is not listed anywhere as  
being a dependency for build gcc. I've commented it out in my build,  
but it would be nice to either have it as part of the default MSys  
environment, removed from the gccbuild, or listed as a requirement.

Heck, if you want to get clever, you could check for its existence in  
gccbuild.sh and if it doesn't exist, don't call it. But that might be  
getting too clever :)
