In that case we do have a bug :-) The problem is the ordering in x86-mingw32-build.sh: x86-mingw32-build.sh.conf is invoked prior to x86-mingw32-build.sh.getopts However it is the later script that adds the assignment shell variables to the environment while the former does setup e.g. CFLAGS_FOR_RUNTIME At first glance I think swapping these two should not break anything.
