It's Dave Korn's decision as gcc packager, but I'd say "rough timeframe"
= "whenever gcc4 stabilizes to a packageable state on Win32".  Or in
other words, there are no plans to modify any aspect of existing
packages.  The part about building a MinGW cross is farily
straightforward, but since -mno-cygwin support exists in the upstream
specs #defines it would take a local patch to remove it.
