It should be ok, to just update the w32api.

Just unzip w32api-3.8.tar.gz into the top directory in your MinGW
installation tree; that should do the trick.

Not that I'd claim to be an expert :-) but it should be ok.  Same
applies, if you want to update the MinGW-runtime, or binutils.  OTOH,
if you want to update GCC, then make sure you use the same release
version for *all* of its component packages.
