You did look at the HOWTO section of the MinGWiki http://www.mingw.org/MinGWiki/index.php/MinGWHowTo and there at the entry dealing with building a linux hosted mingw xcompiler, most noteably http://www.mingw.org/MinGWiki/index.php/build a Win32 x-compiler for Linux did you ? There you'll find a shell script that I know to work for a couple of users including myself.
