Thanks Keith! You hit the nail on the head!

I got the source tarballs for autoconf, automake, and libtool, and
then did the usual build, with --prefix=/mingw.

This cleared up all the problems I was having. Now I have moved on to
a new set of problems. In the software business we call this progress!
