Perhaps that wiki entry is just a copy of a patch that was
submitted in the usual manner described here:
  http://www.mingw.org/MinGWiki/index.php/SubmitPatches

If it's your patch and you haven't done that yet, then give
it a try. This link describes how to go about it:

and I would guess the right place to submit the patch is
  http://sourceware.org/bugzilla/
Anonymous patches probably wouldn't be considered; in fact,
you might be asked to assign patches to FSF.
