_GLIBCXX_USE_WCHAR_T Got mixed up.

Build gcc-3.4.5 and gcc-4.0.2 for mingw with __GLIBCXX_USE_WCHAR_T force enabled.
Missing functions are in mingwex.  What is the correct methord of handling this.
