Put another way, you have the linux version of the library, but since you're trying to compile code that runs on Windows, you need the Windows version of the library. Obtain the flex sources, and configure with --target=mingw32msvc. Alternatively, you can get the mingw binary flex package and unpack the headers and libs into your target-specific directories.
