If you want to say 'make toto', and have your explicit rule executed by make,
then the makefile pattern *must* be:

    toto : toto.c
           g++ ...

If you can't change the makefile, then you *must* say 'make toto.exe' on the
command line -- the implicit addition of '.exe' is a Cygwin extension.

If you want  your source file to be implicitly recognised as C++, use file.cpp
instead of file.C -- Win32 is not case sensitive, so cannot discriminate between
file.c and file.C
