If your changes are submitted and accepted to binutils as owned by the FSF then MinGW will eventually support your changes with its binary distributions. Currently, Danny Smith is the MinGW binutils packager and maintainer. If you wish to become that, perhaps you can work with Danny. If your LD is not a part of binutils, then it is not currently MinGW, even though it may link mingw32-gcc compiled objects. It may be an alternative to the MinGW supported ld, it is still not a MinGW distributed ld and it will have its own set of problems that you must contend with. You will need to setup your own support lists, forums and tracking mechanisms. Announcements of packages not distributed officially by MinGW are not welcome, especially when [ANN] or [ANNOUNCEMENT] or any other such claimer is applied. The reason for this is that it leads to confusion as to who is doing the distribution. I do not want someone asking for support for an unofficially announced package using this or any other MinGW supplied list or forum. On the other hand an informative mail about an alternative method isn't off topic, just don't claim it as an official announcement. The product must have its own support mechanism.
