PR7103 is still open.  There are similar PRS also still open.  Search for
dllimport.

It is a problem with dllimport attributes, which occurs only on windows
targets. 

If I understand correctly, in 2.95 the problem was overcome by going through
attributes twice. This does not happen with 3.x. If you have sources handy,
compare the define of REDO_SECTION_INFO_P in 2.95 cygwin.h with the function
i386_pe_encode_section_info (and the handling of 'first' arguument which
replaces REDO_SECTION_INFO_P)  in GCC-3.x winnt.c.
