I wouldn't think so, well you might be able to compile it, but the Linux version of Qt (the "free" version requires X client libraries to compile, so if you want Qt to run on Windows you need an X server and client libraries, Cygwin might be able to do it for you. If you do have the source code for the commercial version of Qt (on Windows) then I think you need Visual C++ to compile it, but I am not sure, check the documentation for it.
