This was just answered in another question: "It's because the MSYS version of make works best. The mingw32-make version isn't msys-1.0.dll dependent. If you're not using MSYS then you may copy mingw32-make.exe to make.exe. If you're using MSYS then this isn't advisable. Earnie." The MSYS make.exe is part of the MSYS installer package, and the mingw32-make.exe is available in a "make-3.79.1-20010722" package by itself on the SourceForge files page, and presumably you got it as part of the Mingw-2.0.0 installer.
