[Mingw-users] Adding API to w32api

   There was a discussion on this list a while back about this issue, but 
I'm unable to recall good keywords to feed to google to get it back.

   What was the resolution on the legalities involved in this issue?  
w32api is missing some calls that I need.

   Might I suggest that some text be added to the README in the w32api 
source package that answers this question (and possibly to the MinGW 
FAQ).
