#78 mingw-get needs proxy authentication support

At this point, it's particularly difficult to use mingw-get (or even recompile it, for that matter) behind a corporate firewall that requires authentication. Respectfully request that mingw-get support the semi-standard "http_proxy" environment variable so that authenticating proxies are less painful.

    mingw-get uses Microsoft's wininet.dll's InternetOpen method, with the INTERNET_OPEN_TYPE_PRECONFIG option for connection authentication. That works fine for me, behind a corporate firewall and authenticating proxy server. If it isn't working for you, then please check your Internet Explorer configuration, to ensure that you have properly configured support for this authentication method.

    I'm not going to dismiss the possibility of adding support for alternative authentication methods at some stage in mingw-get's development, but at present it isn't a priority.

    Duplicate of 3158453. I've submitted a patch, pending approval.

    Incidentally, the code should check the return value from InteretOpenURL because authenticating proxies will reply with HTTP code 407 (proxy auth required). It's something I learned from sitting through many HTTP protocol discussions at the IETF standards body. :-)
