As noted in follow up of ticket [#2155], this 2 function are compiled into libmingwex.a, but contain only small test programs.

I've applied your patch, on branch 4.0-dev. However, there was one minor issue with it: please do not include the ChangeLog entries within any patch itself, (in patch format), because it usually will not apply cleanly, if even at all. (It is permitted to paste the ChangeLog text into the head of the patch file, but please don't process it when you generate the patch; see our reference document, here).

This should no longer be an issue, with any mingwrt-3.x or mingwrt-5.x release.
