While pursuing a solution for [#2098], I observe that the attribution info is missing from these two files, (possibly among others). I know it was there, in the mingwrt-3.x series, because I was one of the original contributors.

The removal of this info is morally indefensible; it must be reinstated.

include/libgen.h, src/libcrt/posix/libgen/basename.c, and src/libcrt/posix/libgen/dirname.c are similarly lacking such attribution; patch attached to [#2112] reinstates it, for these three.
