#810 _wstat32 fails on path ending with slash, causing failure in the filesystem library

Hello,

I am using the gcc9 compiler provided by the msys2 project in a i686 environment.
Using std::filesystem::temp_directory_path() throws an exception.

It seems that it is the same bug as #643 but with _wstat32() instead of _wstat64i32()

Also stat() doesn't work with trailing slash with -D_FILE_OFFSET_BITS=64 passed. I've added the details in #643.
