Yes, pretty much. All the bitmap tiles are pre-scaled (just like Google 
Maps), but the icons are placed dynamically using ActionScript, and the 
waterway lines are generated on the fly using Ming. We didn't use 
Macromedia Flash at any point - even the static SWF client was compiled 
using Ming.
