The syntax set GS_OPTIONS=-dAutoRotatepages=/None seems to work fine in Windows XP. You need to use the set command in any version of Windows, whereas not all UNIX-like shells use it. If it still doesn't work, try replacing the second = by #. That should work. This trick is already used (and documented to some extent) in several of the MSDOS .bat files shipped with Ghostscript.
