[MiKTeX] MiKTeX Console not accessible

After updating MiKTeX, I now cannot access the console or any of the other
MiKTeX programs. This is the error message shown when attempting to access the
console "C:\Program Files\MiKTeX 2.9\miktex\bin\x64\miktex-console.exe":

Since I cannot access the console, I cannot update any of the programs. In
addition, TeXstudio has stopped working with "pdflatex.exe". The program
simply hangs.

What can I do, other than completely removing MiKTeX and starting over to
correct this problem?

This is happening on a Windows 10 PRO amd64 bit machine.
