Добрый день, Александр!
Спасибо за Вашу обстоятельную справку. Введя команду \newcommand{\No}{\char"9D}, я получил желаемый результат.
Что касается \textnumero, то с ним я получил такой ответ:
! LaTeX Error: Command \textnumero unavailable in encoding OT1.
Но теперь это меня мало задевает. ))))
