Since you started installing MiKTeX, a possible practical solution for the moment is the following: -- Unistall -- Install again. -- Don't update. -- Load the package manager and download the packages of interest. That's all. The problems you report has its origin in MiKTeX unistalling core components and installing in a second update, the remaining components. Sometimes something does not get well specified and we encounter this problems.
