Dear list readers,
unfortunately I today have problems of a similar kind.
Actually they are numerous, but I will confine myself to a following
minimal example (note that I, as OP here, am based in Norway where we
use æøå as extensions to english alphabet).
My situation: Trying to get MiKTeX 2.9 installation to work on a
freshly installed work PC (organization-wide upgrade to Windows 7
Enterprise, norwegian locale(?) wrapped around english install(?)).
The discouraging part: I installed MiKTeX on C:\miktex29 (As per an
idea in an earlier Ulrike Fischer-troubleshoot towards a different
user).
I have administrator privileges for my local PC, but chose single
user install. Towards complexity-reduction I also installed Basic
Miktex, 32-bit. I ran latex on an old file: fine. I ran dvips: fine.
ps2pdf: Trouble, but was expected, alas, as I never solved an old XP-
Miktex2.7 conflict. Pdflatex was fine, as long as I didn't call
pstricks. Some packages (geometry, and pst-node) were installed on-
the fly.
I then logged off, and back on again things didn't work as expected
anymore :(

NOTE: As I write this on a MacBook, I actually had to change
characters in my example - the accented chars are supposed to be

The pdflatex run fails to produce a file.
btw, the reason I am on C/TEMP is because of paranoid debugging
mindset. The 2010test folder is simply some Exam texts and Lecture
notes from last year, that used to compile fine under XP SP3+MiKTeX
2.8 (or 2.7).
Any help or suggestions welcome!
