I use MiKTeX 2.7 . I just tried
    (i) downloading setspace manually from CTAN, installing it (and
        refreshing the FNDB, of course),
   (ii) then -- after deinstalling setspace with the MiKTeX
        package manager -- reinstalling it, again with the package
        manager,

  (iii) running a test  file using it.

Result: no problems whatsoever. So your problem is probably not
with setspace. So something else must be amiss. Sorry I can't help
you better.
