[MiKTeX] Viewing a dvi under 2.8 not the same as under 2.7

After installing 2.8 and running tex/latex on a file, when yap is used 
to view the dvi file there is to much white space at the top and 
bottom.  For example, under 2.7 a page number that was at the bottom of 
a  page is now under 2.8 moved upped like an inch.  Likewise, the same 
is true at the top of a page under 2.8.  When I installed the 2.8, I did 
pick Letter not A4. 

Is there a file in 2.8 where the dims need to be set or do I now need to 
set dims in my *.tex file?

Has anyone seen this problem?
