I did run the "Update Wizard" a little while ago and one of the packages that was updated is "miktex-runtime-bin-2.7" ("Miktex runtime library") which was packaged on 2008-03-23. With this update, dvipdfm now seems to work on my installation. Many many thanks to whoever updated the package.
