I replied too soon. After closing WinEdt after the successful compiling of paper.tex, I opened WinEdt later and encountered the same old problem. In reply to the questions asked by Alan 1) Did not set up as Administrator 2) Same error message "I can't write on file Test.log" when I "latex Test.tex at command prompt. 3) Installing WinEdt last worked one time.
