Re: [MiKTeX] remote package repository is not synchronized ???

Is there a way to manually install a package after downloading it as a 
.tar.bz2 file ?
I tried using:
 >mpm --install urlbst.tar.bz2
mpm: Unknown package.
NB: i don't have a local repository, should I create one before ?
