[MiKTeX] miktex27 + tex4ht html output extension

I don't know if this is the intended behavior, but it looks to me as 
if tex4ht.exe is hard-wired to produce html ouput with extension .htm 
rather than .html. I ran this by Eitan Gurari, and he suggests that 
it might be because tex4ht.c is being compiled with the DOS flag, 
which #define's HTM. If doing this is not deliberate, then it might 
be worth changing.
