I don't know enough about the inner workings of TeX/MiKTeX to understand what this file is about; but it looks to me as if 'splitidx.sty' does not need a file named 'splitindex.tex' at all -- so why do you seem to want a file of that name? IMHO, using \usepackage{splitidx} is all you need. But perhaps I misunderstood your problem.
